British Columbia's PNP is one of the most active in Canada — and its Tech stream is the fastest PNP pathway to PR. While most provinces run monthly or quarterly draws, BC runs tech draws every week. If you're in a priority tech occupation with a BC job offer, you could get nominated in weeks, not months.
How BC PNP works
BC PNP operates under the Skills Immigration and Express Entry BC pathways. Both use a points-based ranking system called the Skills Immigration Ranking System (SIRS), which scores candidates on factors like job offer, wage, work experience, education, and language.
Every week, BC invites the highest-scoring candidates to apply for nomination. If nominated, you get 600 CRS points added to your Express Entry profile, usually enough to clear federal Express Entry cutoffs.
BC PNP streams
1. Skills Immigration — Skilled Worker
For workers with a job offer from a BC employer in a NOC TEER 0, 1, 2, or 3 occupation.

- Language: CLB 4 minimum

2. Skills Immigration — International Graduate

- No minimum work experience for the TEER 1-3 occupation
- Language: CLB 4 minimum
3. Skills Immigration — International Post-Graduate
For Masters or PhD graduates from eligible BC institutions. No job offer required.
- Programs must be in natural, applied, or health sciences
- Must have graduated within 3 years
- This is the only BC PNP stream that doesn't require a job offer
4. Skills Immigration — Entry Level and Semi-Skilled (ELSS)
For workers in tourism, hospitality, long-haul trucking, or food processing with a BC job offer.
- NOC TEER 4 or 5 occupations
- Must have been working for the BC employer for at least 9 months
- Limited to specific sectors and regions (primarily northeast BC and resort areas)
5. Express Entry BC — Skilled Worker
Same criteria as the Skills Immigration Skilled Worker stream, but candidates must also have a valid Express Entry profile. If nominated, you get the 600-point CRS boost.
6. Express Entry BC — International Graduate
Same as above but for the graduate stream with Express Entry.
The Tech stream: BC's secret weapon
The Tech stream isn't a separate immigration category — it's a fast-track processing lane for candidates in priority tech occupations who apply through any Skills Immigration or Express Entry BC stream.
What makes it special:
- Weekly draws: While other streams run biweekly or less, tech draws happen every week
- Lower score cutoffs: Tech draws typically have SIRS score cutoffs 10–20 points below general draws
- Faster processing: Tech applications are prioritized, with nomination decisions often within 2–3 months
- Job offer length: Only 1 year required (vs permanent for general streams)
Priority tech occupations (2026)
BC designates specific NOC codes as priority tech occupations. The list is updated periodically. Key occupations include:
- Software engineers and designers (NOC 21231, 21232)
- Web developers and programmers (NOC 21234)
- Computer systems managers (NOC 20012)
- Information systems analysts and consultants (NOC 21222)
- Database analysts and data administrators (NOC 21223)
- Computer engineers (NOC 21311)
- Electrical and electronics engineers (NOC 21310)
- Graphic designers and illustrators (NOC 52120)
- Technical writers (NOC 52111)
- Interactive media developers (NOC 21233)

How to apply: Step by step
Step 1: Get a qualifying BC job offer. This is the hard part. BC PNP requires a genuine employer willing to support your nomination. The employer must demonstrate they couldn't fill the role domestically.
Step 2: Register in BC PNP Online. Create a profile with your job offer details, work experience, education, and language scores.
Step 3: Wait for an invitation. BC draws weekly (tech) or biweekly (general). If your SIRS score is above the cutoff, you'll receive an invitation.
Step 4: Submit a complete application within 30 days of invitation. Include all supporting documents.
Step 5: BC processes your application (2–3 months for tech, 3–5 months for general).
Step 6: If nominated, you receive a provincial nomination. Apply for PR through Express Entry (with 600-point boost) or paper-based application.
2026 draw trends
BC has received a limited allocation of nomination spaces for 2026 — fewer than requested. This means:
- Draw sizes may be smaller than 2025
- SIRS score cutoffs may be higher
- Competition is tighter, especially in general draws
Tech draws remain the best opportunity due to weekly frequency and lower cutoffs.
BC PNP without a job offer
It's very limited. The International Post-Graduate stream is the only pathway that doesn't require a job offer, and it's restricted to Masters/PhD graduates from eligible BC institutions in specific fields.
For everyone else, a job offer is mandatory. This makes BC PNP harder to access than provinces like Manitoba, Saskatchewan, or Alberta, which have streams for candidates without job offers.
Alternative strategy: If you can't get a BC job offer, consider:
- Federal Express Entry (no job offer needed for CEC or FSWP)
- Alberta PNP or Manitoba PNP (some streams don't require job offers)
- Getting a work permit first (PGWP, LMIA, IEC) and then applying from within BC
