IRCC's September 3 PR and citizenship refresh: FSWP reverses its August improvement to 7 months, outside-Canada spousal sponsorship rises a month, while PGP and in-Canada spousal both improve.
IRCC refreshed its permanent residence (PR) and citizenship processing times on September 3, 2026. The one-month gain Federal Skilled Worker applicants picked up in August is gone — FSWP is back to 7 months, tied for the largest increase in this update alongside outside-Canada spousal sponsorship and search-of-citizenship-records. On the other side, parents-and-grandparents sponsors and in-Canada spousal applicants both got a month shorter wait.

Federal Skilled Worker Program (FSWP) applicants lost the ground they gained last month, climbing back to 7 months as the inventory grew by 1,400 applications.

CEC held flat at 6 months despite IRCC processing 800 applications out of that queue, which dropped to 58,900. FSWP's queue grew to 53,800 even as the department kept working through it — a sign more candidates are entering the FSWP stream than IRCC is finalizing each month, which is why the estimate moved backward after briefly touching the service standard in August.
The Provincial Nominee Program (PNP) didn't move this cycle, even with more applications processed on both sides.

IRCC cleared 900 base applications and added 1,000 to the enhanced queue, which now sits at 12,800. Base PNP's inventory shrank to 101,500. Many base PNP applicants can now apply for a Bridging Open Work Permit before receiving an Acknowledgement of Receipt, under the temporary measure that took effect June 9, 2026.
Quebec's two economic streams stayed put despite IRCC clearing 800 PSTQ applications from the queue.

The Atlantic Immigration Program held at 26 months for a fourth consecutive month, even with 300 fewer applications in its queue (now 11,800).
Start-up Visa and the Federal Self-Employed Persons Program remain unchanged at published estimates of 10+ years. Neither program moved a single week from August to September.
Family class produced the most interesting movement in this update, and it ran in opposite directions depending on where the sponsored person lives.

In-Canada spousal sponsorship improved a month while the outside-Canada track got a month longer — the queues moved the same way, with 2,100 fewer applications waiting for in-Canada decisions and 4,600 more added to the outside-Canada queue. PGP improved for a third straight month, though 28 months is still more than two years away.

Quebec's spousal tracks held completely flat again. PGP within Quebec improved by a month, alongside a small drop in its queue.
Citizenship grants — naturalization after PR — held exactly flat, as did renunciation.

Service standard: 12 months for grants. The grant inventory sits at 327,100, down 1,100 from August.
Search of citizenship records — a distinct, smaller-volume service that looks up historical citizenship records, not the proof-of-citizenship certificate — was the only citizenship category to move, adding a month. It's worth not confusing this line with the proof-of-citizenship crisis: that number is measured separately, jumped to 33 months in this same September 3 release, and has its own trajectory covered in our dedicated article.
If you're an FSWP applicant: the 6-month reading in August was real, but temporary. Plan around 7 months rather than assuming last month's number was the new normal — IRCC's estimates move with the size of the queue, not in one direction only.
If you're sponsoring a spouse from outside Canada: your wait grew a month to 18. If you're sponsoring a spouse who's already in Canada, yours shrank to 26. The direction depends entirely on where your spouse currently lives, not on anything about your application.
If you're sponsoring parents or grandparents: PGP improved for a third straight month on both sides of the Quebec line. It's still measured in years, but the trend has been consistently in your favor since summer.
If you're a base PNP nominee: nothing changed this cycle. Enhanced nomination through Express Entry remains 6 months faster if your province offers both tracks.
Tip
When a category improves one month and reverses the next — like FSWP just did — that's usually the queue size doing the talking, not a policy shift. IRCC's PR estimates are largely forward-looking, based on current inventory versus processing capacity, so a single month of extra applications arriving can undo a month of progress. Don't make irreversible plans (quitting a job, ending a lease) around a one-month improvement until it holds for at least two consecutive updates.
