Every Canadian immigration application — Express Entry, Provincial Nominee, spousal sponsorship — requires a police clearance certificate from every country you've lived in for 6 months or more since turning 18. For the Philippines, that means getting a NBI Clearance from the National Bureau of Investigation (NBI).

The certificate is valid for 1 year from date of issuance from the date of issue — time your application carefully so it doesn't expire before IRCC processes your PR application.

Applying from Canada
This is the most common scenario — you're already in Canada and need to get your NBI Clearance from the Philippines remotely. You'll apply through the Philippine embassy, consulate, or an authorized service provider.
How to apply
Must use Philippine consulate route: (1) Request NBI Form No. 5 from nearest consulate (Toronto, Vancouver, or Calgary). (2) Get rolled impression fingerprints taken at RCMP-accredited facility or at the consulate. (3) Submit consularized Form No. 5 to consulate (CAD $38.75 fee). (4) Mail completed Form No. 5 + ₱200 to NBI Mailed Clearance Section, UN Avenue, Manila. (5) NBI processes and mails clearance to your Canadian address.

Tips for applying from Canada
- The NBI online portal does NOT work from Canada — mailed clearance through consulate is the only option.
- Consulates in Toronto, Vancouver, and Calgary all offer fingerprinting.
- You are responsible for mailing Form No. 5 to NBI Manila — the consulate does not do this for you.
- If name receives a HIT, must provide Affidavit of Denial through consulate.
Apply for your PCC as soon as you enter the Express Entry pool — don't wait for your ITA. The 3–4 weeks total (2 days consulate consularization + 5 business days NBI processing + mail transit) processing time means you could burn through half your 60-day ITA deadline just waiting for this one document.
