If your French got you into Express Entry's French-language category, July 22 was one of the better days to be waiting. IRCC issued 5,000 Invitations to Apply (ITAs) at a Comprehensive Ranking System (CRS) cutoff of 399 — the lowest this category has gone since March.
On July 22, 2026, IRCC invited 5,000 candidates in the French-language proficiency category at a minimum CRS score of 399, per CIC News, citing IRCC's official rounds-of-invitations page. The tie-breaking rule selected profiles created before 9:21 p.m. UTC on November 19, 2025 — meaning a candidate sitting exactly at 399 needed a profile roughly eight months old to be selected.
This was round #41 — the 41st Express Entry draw of 2026. It landed in the middle of a four-draw cluster: PNP on July 20 (511 ITAs, CRS 744), CEC on July 21 (2,000 ITAs, CRS 516), this French round, and the historic first-ever Skilled Military Recruits draw on July 23 (4 ITAs).
Thirteen points lower than the July 9 French draw (CRS 420, tie-break May 15), this is the lowest French-category cutoff since March 18, 2026, when it hit 393. Two things are moving here.
The pool is thinning at the top. French-language draws have run at roughly the same 5,000-ITA size for months, and each round pulls the strongest remaining candidates out of the pool first. As the highest-CRS French speakers get invited round after round, each subsequent draw has to reach further down the score range to fill the same number of seats.
The tie-break jump confirms it. Reaching back to a profile from November 19, 2025 — over eight months old — to fill 5,000 spots at 399 means there weren't enough fresh, high-scoring French profiles to do it faster. That's consistent with a pool that's been drawn down steadily since February, when the largest French round ever (8,500 ITAs) ran at CRS 400.

Eight French draws in 2026 have issued 40,500 ITAs — second only to the Canadian Experience Class (45,250) as the year's biggest source of invitations. That volume is exactly why the category rewards patience: even candidates in the high 300s and low 400s have had a real shot roughly once a month.
If you were invited: move fast. You have 60 days from July 22 — until around September 20, 2026 — to submit a complete permanent residence application.
If your French CRS is in the 380s-400s: you're realistically one or two draws away. This category has now dipped below 400 twice this year (March and July), and both times it climbed back up within a few draws. Don't wait for a lower number — apply for language retesting or add ECA points now so you're ready whenever the next round hits your range.

Tip
The eight-month-old tie-break timestamp is the tell here — it means IRCC is digging deep into older profiles to fill French rounds. If you created your profile last fall and haven't touched it since, don't refresh it for a minor edit. Any change that resets your profile-creation date pushes you behind candidates who did nothing but wait.
Get these moving today:
- French test results (TEF Canada or TCF Canada) — must be valid within two years of applying.
- Educational Credential Assessment (ECA) for foreign education, via an approved assessor.
